As per Executive Order No. 04-2004, the Smoke-Free Committee is to be composed of the city officials, national government agencies, non-government organizations/people’s organizations/special bodies, churches and church-related organizations. As of this date, the membership is composed of the following:

• Churches and church-related organizations: Albay Diocese -St Gregory the Great Parish, St. Raphael Parish, South Bicol Conference-United Church of Christ of the Philippines, Church of Jesus Christ of Latter-day Saints, Social Action Center, Southern Luzon Mission of Seventh-day Adventists/ Legazpi City Seventh-day Adventist Church, Albay-Legazpi Inter-Church Christian Fellowship, Inc.
• Non-Government Organizations/people’s organizations/special bodies: AMEC Systems, Legazpi Puericulture Center Foundation, Inc. (LPCFI), Empowerment and Reaffirmation of Paternal Abilities Training (ERPAT) Federation, Inc. Add+vantage Community Team Services, Inc.
