ACKNOWLEDGMENT
The production of this revised Primer on the Legazpi City Smoke-Free 
Ordinance (0006-2005) was made possible with the technical and financial 
assistance from various sectors. Our heartfelt gratitude to the members of 
the Smoke-Free Committee coming from NGO’s/PO’s, religious organizations, 
schools, NGA’s, and City departments who pooled together their resources to 
finance the production of the Smoke-Free Committee flyer and this Primer.
The City Governemet of Legazpi under the leadership of honorable City Mayor 
Noel E. Rosal and Vice-Mayor Jesus Enrico Moises B. Salazar is worth all the 
appreciation and gratitude for its wholehearted and unwavering support in 
the Smoke-Free Committee’s efforts to REGULATE smoking in Legazpi City.
While it took an unbelievable, strong and committed political will for the 
City’s local executives to push through, pass and approve the new City 
Ordinance, it will need a collaborative and coordinated multi-disciplinary 
team approach from the various stakeholders to ensure that the Ordinance is 
implemented for the benefit of all Legazpenos. These stakeholders do not only
include the members of the Smoke-Free Committee but more so the general 
public who believe that there is a need to promote smoke-free and healthful 
environment not merely to protect today’s generation but to prepare Legazpi 
City for the Future generation – its CHILDREN. There is still a lot of 
challenge to be hurdled by all stakeholders but with everybody’s caring and
full support, the task will be made easier. If you intent to help us, please
