What is Smoke-free Legazpi?

“Smoke-Free Legazpi” was conceptualized by the Steering Committee on Family Week Celebration during its planning session in September 2003. The idea of banding together to keep families healthy and protect them from the dangers of smoking-related diseases and the children from being initiated to smoking came about after it was noted that smoking is one of the causes why family members are not healthy today.

On March 8, 2004 The City Government of Legazpi formally launched the SMOKEFREE COMMITTEE in a special morning program participated in by various sectors which believed that families should be freed from the dangers of smoking. City Mayor Noel E. Rosal, Honorary Chairman of the Smoke-Free Committee, signed Executive Order No. 04-2004 which created and defined the functions of the Smoke-Free Committee to seal the common commitment of various stakeholders.

Who are the members of the Smoke-Free Committee?

As per Executive Order No. 04-2004, the Smoke-Free Committee is to be composed of the city officials, national government agencies, non-government organizations/people’s organizations/special bodies, churches and church-related organizations. As of this date, the membership is composed of the following:

  • Churches and church-related organizations: Albay Diocese -St Gregory the Great Parish, St. Raphael Parish, South Bicol Conference-United Church of Christ of the Philippines, Church of Jesus Christ of Latter-day Saints, Social Action Center, Southern Luzon Mission of Seventh-day Adventists/ Legazpi City Seventh-day Adventist Church, Albay-Legazpi Inter-Church Christian Fellowship, Inc.
  • Non-Government Organizations/people’s organizations/special bodies: AMEC Systems, Legazpi Puericulture Center Foundation, Inc. (LPCFI), Empowerment and Reaffirmation of Paternal Abilities Training (ERPAT) Federation, Inc. Add+vantage Community Team Services, Inc. (ACTS), Children International – Child Sponsorship for Community Development, Inc. (CI – CSCDI), Day Care Workers’ Federation, Inc. (DCWFI), Legazpi City Tourism Council (LCTC), Community Organizations of the Philippine Enterprise (COPE Foundation).
  • National Government Agencies: Commission on Human Rights (CHR), Department of Education (DepEd), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Information Agency (PIA), Center for Health Development – Department of Health – Bicol (DOH), Commission on Higher Education (CHED), Department of Natural Resources – Environmental Management Bureau (DENR - EMB), Department of the Interior and Local Government (DILG), Technical Educations and Development Authority (TESDA), Department of Trade and Industry (DTI).
  • City Officials; City Social and Welfare Development Officer (CSWDO), City Health Officer (CHO), City Planning & Development Officer (CPDO), City Disaster Coordinating Council Officer (CDCC), City Engineer, Permits & Licenses Officer, Tourism Services Officer, Public Safety Officer, City Legal Officer, Sangguniang Panglunsod Representative, Liga ng mga Barangay President, Sangguniang Kabataan Federation President, Women’s Federation President and Senior Citizen’s Federation President.
